There are any circumstances require for freelancing? Yes, It is. Everyone wait to do freelancing at a right time. The right time for everyone is when they have a lot of knowledge of things that they have to do as a freelancer. But this is totally wrong thinking.
That right time never will happen in your life. There are not any dawn when you get up and you are full of knowledge and you will say ok let’s start freelancing. Or, ok let’s start writing a book.  You have to get up now and start work as a freelancer if you have to. Now, it is a right time to do work as a freelancer.
The problem you face in doing freelancing that beginner tag. Being a beginner is the worst thing.
Ever, you see the highlight “Job for fresh engineers; 1-year work experience mandatory” Literally, that company wants to hire fresh engineers?

It looks very simple. Yes, it is very simple if you keep struggling if there is any uncertainty like what will happen next ?or I work day and night only for few dollars then devil in your way to leads you to off the road.
You have to crush the devil in the toe of your horse. Work continually to get your goal. Your goals should be high. Implement divide and conquer approach to your goals.
There are many freelancing websites on the internet. You have to create an account on one of them or all of them to get start work as a freelancer. Once you are in; then you will find many tools for doing freelancing.  But first thing is to keep struggling to get work for the first time. If you will find work then you have to complete it on time. Maybe, it will happen that you don’t know the ABC of work for that you have to bone up on and go on the internet for self-education.
There will always many things that you don’t know. When you get online work. For that, you required some time to study unknowns. in the start, you may don’t know what to do? How to do? But as time pass, you will master then, there will never be unknown hurdles in your way.
